How to Apply for a Permit and Pay

A step-by-step guide to using the Millburn Township Permit Portal.

1. Sign In to the Portal

  1. Go to the Permit Portal login page.
  2. If you already have an account, enter your email and password and sign in.
  3. If you're new, use the Help link on the home page for instructions on creating an account.
Important Never share your password with anyone, including in chat messages or email. If you've ever typed your password somewhere it could be seen by others, change it as a precaution.

2. Set Up Your Account Before Applying

Before adding a permit, make sure the following are on file — the system will prompt for these if missing:

  • Vehicles — add each vehicle you want a permit for, under the "Vehicles" section (Menu > Vehicles > Add Vehicle). You'll need the plate number, year, make, and a photo/proof such as the registration.
  • Proof of Residency — required for resident permit types (Menu > Proof of address > Add Proof). Upload a document like a utility bill or official mail showing your Millburn address.
  • Proof of employment
  • Insurance card
  • Credit Card on File — required before any paid permit can be purchased (Menu > Credit Cards > Add Credit Card). Without a valid card on file, the portal will block the purchase step.

3. Choose the Right Permit Type

Millburn offers several permit types, each with its own eligibility rules and required documents:

24-Hour Off-Street Parking Permit

Millburn residents. Requires vehicle registration, insurance card, and a recent utility bill or piece of official mail.

Business Parking Permit

Employees of businesses located in Millburn or Short Hills. Requires confirmation of employment from the business.

Resident Shopper Parking Permit

Millburn residents only (business district residents not eligible). Removes the need to pay at paystations, meters, or the Mpay app. Time limits strictly enforced.

Semi-Annual Commuter Parking Permit

Requires vehicle registration, insurance card, and a recent utility bill or piece of official mail.

Good to know Parking permits are issued to Millburn Township residents only, with the exception of the Business Parking Permit, which is for employees working in Millburn or Short Hills.

4. Add (Apply For) a Permit

  1. From the Home screen, go to the "Active Permits" / "Permits" section.
  2. Click the blue "Add Permit" button (top right).
  3. In the pop-up, select the vehicle(s) the permit is for.
  4. Select the Zone (e.g., a specific residential lot or district).
  5. Select the Permit Type (see above).
  6. Confirm or adjust the Start Date for the permit.
  7. Click "Add to Cart."
  8. Repeat if you need permits for more than one vehicle or zone — each one is added as a separate line item.
Note If a message like "No permit available for the selected zone and vehicle type" appears, double-check the zone/vehicle combination, or confirm your vehicle and proof of residency have been added and approved first.

5. Review and Pay

Once your permit(s) are added to the cart:

  1. Review the list of permits and the price shown for each — some permit types (e.g., certain resident permits) may show $0.00, while others carry a fee.
  2. If any permit has a cost, make sure a valid credit card is on file (Menu > Credit Cards). Add one if prompted.
  3. Click the "Buy" button to submit your permit request and, where applicable, authorize payment.
  4. The order total is charged to the credit card on file after the permit is reviewed and approved by the Township — not necessarily at the moment you click Buy.
Important Only click "Buy" / confirm payment once you've verified the permit details (vehicle, zone, dates) are correct. This step authorizes a charge to your card on file.

6. Track Your Application

  • New applications typically show a status of "Under Review" until Township staff approve them.
  • You can check status anytime from the Home screen under "Active Permits."
  • Past charges can be reviewed under Menu > Invoice History.
  • Some permits support Auto Renewal — this can be toggled on/off per permit from the Active Permits table.
